Chelsea are keeping an eye on Venezuelan youngster Jose Salomon Rondon.
Rondon, who plays for Malaga in the Spanish League, has previously been linked with the likes of Arsenal and Newcastle United.
Wenger is looking for a striker who can fill the void in case Robin Van Persie leaves while Newcastle are also keen on bolstering their front-line.
Chelsea, who are still working on bringing in Brazilian striker Hulk, see the 22-year-old as the perfect back up to Fernando Torres and the European champions sent scouts to watch him play for his country against Chile, according to Spanish newspaper Marca.
Rondon, who failed to impress against Chile with his team going down 2-0, has scored 25 goals for Malaga since making a move in 2010 and was their top scorer last season, consigning former Manchester United striker Ruud Van Nistelrooy to the bench.
Rondon, a well-built striker capable of coping with the physical demands of the Premier League, has also had a decent start to his international career, netting eight goals in 24 appearances since making his debut in 2008.
Chelsea owner Roman Abramovich is creating a young side capable of playing good soccer and therefore the Russian billionaire has been keeping his eye on some of the most highly-rated youngsters in Europe.
Malaga, however, are under no financial strain after being taken over by Qatari owners and are reportedly asking for over $30 million for the Venezuelan's services.
Both Arsenal and Newcastle have already been put off by the asking price and it is understood Chelsea value him at a little over $15 million.
