Bob McNair has stated what is pretty obvious, the team needs a franchise quarterback. Look the Brian Hoyer/Brandon Weeden experiment was a nice surprise until the playoffs rolled around and that's when having two lackluster quarterbacks will come back to bite you and that is what exactly happened to the Texans.
The Texans cannot be cheap when it comes to finding their franchise quarterback. This may mean using a number 1 pick or trading a lot to be in a position to pick high enough for a quarterback.
A 3rd or 4th round quarterback may put this team in the same situation it currently faces several years down the line and in free agency there are not that many options. Sure Sam Bradford is hanging around and Kirk Cousins is coming off of his best season as a pro, but do you trust these guys to lead your team into the playoffs?
For the Texans the quarterback problem is so severe I would take one in the draft and pick up a guy like Drew Stanton, someone who has proven he can hold down the fort. The Texans will have a lot of thinking to do as they assess their options heading into the 2016 season.
