Buffalo Bills Rumors: Sammy Watkins Limited After Surgery, Bryce Petty, Brett Hundley Draft Targets, Kirk Cousins Trade Option With Redskins?

The Buffalo Bills have been one of the most active teams this offseason and coming into the draft they may look at a quarterback like Bryce Petty, Brett Hundley or Shane Carden to backup EJ Manuel or Matt Cassel and with offseason workouts starting, wide receiver Sammy Watkins will be limited after having surgery earlier in the year.

The Bills traded for Matt Cassel this offseason and they also have EJ Manuel on the roster and those two players likely will get some competition before the season starts. According to Pro Football Talk, Cassel is "far from a lock" to start for the Bills and the team is considering quarterbacks in the upcoming NFL draft. The team doesn't have the firepower to trade up for Marcus Mariota or Jameis Winston, but the position is fairly deep for the 2015 class.

General manager Doug Whaley said to the media that the team will consider taking a quarterback in the draft past the "top level" players. Whaley said that the "drop off" from the top players to the mid-sound quarterbacks is not big and that makes names like Brett Hundley, Bryce Petty and Garrett Grayson potential options. Petty is considered by many to be the third best QB in the draft, while Hundley and Grayson are coming out of college after productive careers.

According to ESPN.com reporter Josina Anderson, Watkins had surgery on his hip earlier in the offseason, which came as a result from an injury suffered in November against the Browns. Watkins had a strong season for the Bills in 2014 as a rookie with 65 receptions for 982 yards and six touchdowns and now he will be limited for offseason workouts.

The Bills traded up to draft Watkins and he is expected to be the number one receiver in the Buffalo offense with Percy Harvin. According to ESPN.com, Watkins had the surgery in February around the time of the Super Bowl and while he was limited in offseason workouts on Monday, he is expected to be back for training camp. Watkins had a "slight tear" in his labrum that the surgery helped fix.

The Bills offense should be much improved compared to last season, even if it's Cassel or Manuel starting. While both of those players are not the caliber of some QBs in the league, the Bills have a strong roster coming in on that side of the ball. The team added one of the most productive running backs in the league with McCoy and they also have Percy Harvin as a free agent addition along with Charles Clay. Last season Clay had a solid couple years with the Dolphins and the Bills gave him big money in signing him to an offer sheet this offseason.
